The liens, by contracted credits and tax debts continue to grow among the over-indebtedness that the Deco supports every year, although unemployment and deteriorating working conditions remain as the main reasons to an excess of debt in the household.

of the 1235 cases in which, over the first half of 2016, the Deco helped in planning the family budget and development plans payment, 14% were based on situations of attachment (10% for credit and 4% for tax enforcement). In 2015, foreclosures accounted for 12% of cases, while in 2014 were 9% and in 2013, 6%.

Since the weight of unemployment and the worst working conditions has falling among cases followed by Deco, but these factors are by far the ones that motivate the requests for help. The lack of work was the basis of 29% of cases this year (the same as last year and down from 31% in 2014), while the share of overindebted whose remuneration fell was 22%, significantly below the 29% 2015. Diseases, changes in household, divorces and finally, situations where people are guarantors complete the range of causes for excessive debt.

“unemployment has always been the main cause and continues to be so, “noted Natalia Nunes, the Support Office Deco over-indebted, also noting the large number of cases of” people who even manage to return to the labor market, but they are doing in precarious situations, with very low income. ” These salaries, he says, are sometimes below the minimum wage.

overindebtedness numbers Unemployment accompany a reduction in the unemployment rate in recent years. The National Institute of Statistics data indicate a 12.4% rate in 2015, after a peak of 16.2% in 2013.

The number of aid applications received by Deco is be similar to previous years. In the first six months came to the association 17,300 cases. For many, however, it is too late, which explains the difference between the number of applications and situations that Deco ultimately intervene. “Most of the families who ask for help, when it does no longer have any ability to restructure its financial situation,” explains Natalia Nunes.

On average, the debts of overindebtedness situations account for 67% of monthly income. Adding to this the running costs – such as food, water and electricity – the household budget into a deficit situation is easy. Typically, cases Deco have an income of 1070 euros per month. Current charges totaling 467 euros, to which should be added the value of benefits of 716 euros. On balance, the average balance is negative 113 euros.

The data also show a large weight in the Lisbon and Tagus region. Of the 17,300 requests made to Deco, 43% were from this region. Second is the north, with 31%. Are people with secondary education who tend more contact the association (35% of applications), followed by those who have the third cycle (22%). Nearly four in ten are private sector employees.
